The Facilitation Centre network of HID Forum was formed to share experiences, learn from each other, promote capacities in each other’s organisations, promote a body of learning and also extend HID support to the development sector. Organisations working in the area of HID in different regions are members of this network and are known as HID Facilitation Centres. Thus, at present four organizations are members of the HIDF network and between them work in the states of Andhra Pradesh, Karnataka, Kerala, Tamilnadu, Maharashtra, Gujarat and Rajasthan. These organizations are varied in nature and bring with them the richness of diversity and promote cross learning. HIDF institutional members meet once or twice a year. Human & Institutional Development Resource Centre (HIDRC), Gujarat
Training and support are the core functions of Janvikas. The two founder members of Janvikas, initially provided training and support to various individuals and organizations through the Division of Research and Consultancy (DRC). DRC in its design had the option to spin off other support organizations. In order to respond to the changing and growing demands from the environment, Human & Institutional Development Resource Center (HIDRC) as a strategic arm of Janvikas was set up in 1999.

The Earthquake in January 2001 and subsequently the communal flare up in February 2002 has greatly impacted and shaped the direction of HIDRC’s work. There has been a quantum leap in HIDRC’s ability to handle, cater and respond to demands from the field. HIDRC has found itself playing a major role in providing substantial and effective support to organizations within Janvikas institutional field and other organisations.

THE VISION
The vision of HIDRC is to support existing platforms or their creation, to strengthen individuals and civil society institutions that are able to stage a systemic movement against inequalities, injustice and oppression leading towards the building of a more humane, just and egalitarian society.

OBJECTIVES
HIDRC aims at providing a support system for organizational / individual development for those involved in development. Thus the objectives of HIDRC are:

  • To support organisations within the Janvikas-Institutional field by responding to their evolving needs to work effectively with marginalized groups.
  • To strengthen the resources and capacities of grass-root organizations enabling them to retain their locus of control to address ever changing turbulent realities.
  • To support interventions and adopt proactive approach aimed at influencing the systems in the state agencies at various levels, to make them responsive to those denied of access to resources.
  • To initiate and support structures and processes in networks so that they produce synergies within, that enhances their collective strength to be change agents/pressure groups in the favour of disempowered.
  • To provide opportunities for development of leadership skills, thereby strengthening leadership at different levels of development organizations.
  • To give institutional support and /or initiate organizations, networks, Citizens Initiative on natural or human made disasters.

STRATEGIES
In HIDRC, support functions are performed at three levels- individuals, organizations and institutions:

  • By designing and nurturing structures that interweave the functionality of the programs as well as provide spaces and opportunities to individuals for growth.
  • By conducting, facilitating dialogue with organizations in development sector and undertaking programs that take the forms of vision building, systems development, organizational change, planning, monitoring and evaluation.
  • By supporting and strengthening various institutional processes, facilitating, sustaining the creation of institutional fields, whereby organizations as well as individuals can collaborate to work more effectively.

Graphical diagram depicted below represents the support function, roles, arena, and tasks of HIDRC.

HIDF-Prakriya, HID Faciliation Centre for Karnataka & Andhra Pradesh
During the initial phase of development, HIDF started working with individuals, small groups and organisations in Karnataka and Andhra Pradesh to build HID competencies. This period helped HIDF to visibilise the need for HID, design, facilitate and accompany organisations on various themes like mainstreaming gender, moderation, OD and ID. This process also helped HIDF to build a critical number of partnerships in these two states. The need for a HID facilitation center working with partners in Karnataka and Andhra Pradesh has emerged in this context. 'Prakriya' the HID facilitation center for Karnataka and Andhra Pradesh is a project of HIDF from April 2006, to take forward and further develop the work already initiated.
